This bill: Revises the duties of the Board of Governors to align the missions of each state university with the academic success of its students, the existing and emerging economic development needs of the state, the national reputation of its faculty and academic and research programs, and the quantity of externally generated research, patents, and licenses. It requires the Board of Governors Accountability Plan to annually report certain research expenditures and prohibits specified educational institutions from expending funds for certain purposes related to promoting diversity, equity, and inclusion or political or social activism. The bill creates new requirements for state university personnel, including giving presidents final hiring authority for certain positions and prohibiting appeals of personnel decisions beyond the university president level. It also establishes the Institute for Risk Management and Insurance Education at the University of Central Florida and makes changes to the Hamilton Center for Classical and Civic Education at the University of Florida and the Florida Institute for Governance and Civics at Florida State University. Additionally, the bill revises how general education core courses are established, including requiring the courses to meet specific standards and prohibiting courses based on certain theories. It also creates new reporting and approval requirements related to general education courses.
