This bill amends the New York Election Law to prohibit corporations, other than political committees, from making contributions, loans, or loan guarantees to candidates or political committees, except for non-candidate expenditures as defined in the law. It also requires loans made to candidates or political committees, other than constituted committees, to be repaid by the date of the election or be considered a contribution. The bill does not apply to independent expenditure committees or non-candidate expenditures.
