This bill establishes a special commission to study the effectiveness of the Massachusetts School Building Authority (MSBA). The commission will examine the MSBA's capacity to meet current and future school facilities needs, the equity of its grant funding formula, and make recommendations on various aspects of the MSBA's policies and operations, including construction costs, reimbursement rates, incentives, and alignment with environmental and public health goals. The commission will submit a report with its findings and recommendations to the state legislature by December 1, 2023.
