AN ACT to amend the insurance law, in relation to mandatory health insurance coverage for acupuncture services

This bill amends the New York Insurance Law to require that health insurance policies issued through the Affordable Care Act's health benefit exchange provide coverage for acupuncture treatment provided by licensed or certified acupuncturists. The coverage may be subject to reasonable deductibles, copayments, and utilization review, but these must be no greater than for other essential health benefits covered by the policy and cannot discriminate against acupuncture treatment. The bill also clarifies that it does not prevent acupuncture treatment and services from being provided or covered in hospital facilities by licensed or certified acupuncturists. The provisions of the bill will apply to policies issued, renewed, modified, or amended on or after the 90th day after the bill becomes law.
