This bill reestablishes the Criminal Records Review Committee, which will review activities in other states related to expungement, sealing, and limiting public access to criminal records. The committee will consider options for "clean slate" legislation, whether certain types of convictions should be treated differently, and whether there should be time limits after which criminal records are not publicly available. The committee will invite comments from various stakeholders, review information on the harms and benefits of confidential criminal records, and develop options for managing criminal records. The committee is required to submit an interim report by December 2023 and a final report by November 2024 to the Joint Standing Committee on Judiciary, which may then propose related legislation.
