This bill, the Sister City Transparency Act, directs the Comptroller General of the United States to conduct a study to evaluate the activities of sister city partnerships operating within the United States. The study would identify the criteria used to select U.S. communities as sister city partners, the types of activities and outcomes of these partnerships, the transparency and oversight practices, and the potential risks related to foreign espionage, economic coercion, and diminished freedom of expression. The Comptroller General would then report the findings, conclusions, and recommendations (if any) to the appropriate congressional committees, including a classified annex if necessary.
