This bill amends the Code of Criminal Procedure to enhance penalties for certain moving violations that cause physical injury or death to a "vulnerable roadway user" (a person on foot, on a bicycle, or operating an implement of husbandry). Specifically, it creates a new felony offense for a moving violation causing serious injury to a vulnerable roadway user or operator of an implement of husbandry, and increases the penalty for a moving violation causing death to a vulnerable roadway user from a Class C felony (15 years) to a Class D felony (10 years). The bill also ties its enactment to the passage of three other related bills.
