This bill makes emergency supplemental appropriations for assistance to Israel for the fiscal year ending September 30, 2024. * **Defense Articles and Services for Israel:** The President is authorized to provide defense articles, defense services, and military education and training to Israel, with an aggregate value not to exceed $7,000,000,000. This funding is to be drawn down from the Department of Defense's stocks and resources. * **Additional Assistance for Israel:** An additional $200,000,000 in defense articles, services, and military education and training may be provided to Israel, with no more than $75,000,000 of this amount to be drawn from the Department of Defense's inventory. * **Emergency Transfer of Funds for Israel:** The President may direct the drawdown of commodities and services from any U.S. government agency for immediate assistance to Israel, with a value not to exceed $25,000,000. * **Use of Funds for Israel:** Up to $1,000,000,000 in funds made available under the Foreign Assistance Act or the Arms Export Control Act may be used to provide assistance to Israel. * **Limitations on Use of Funds:** None of the funds appropriated by this Act may be used in connection with the war in Ukraine or for assistance to any entity located in Gaza or controlled by Hamas, Palestinian Islamic Jihad, or other designated foreign terrorist organizations. * **Stockpile Provisions:** The bill includes provisions related to the transfer and maintenance of defense articles in stockpiles for Israel, including adjustments to valuation requirements and the ability to establish new stockpiles.
