This bill makes emergency supplemental appropriations for assistance to Israel for the fiscal year ending September 30, 2024. * The President is authorized to direct the drawdown of defense articles, defense services, and military education and training from Department of Defense stocks for Israel, with an aggregate value not to exceed $7,000,000,000. * An additional $200,000,000 may be provided to Israel from the drawdown authority, with no more than $75,000,000 of this amount to be drawn from Department of Defense inventory and resources. * The President may direct the drawdown of commodities and services from any U.S. government agency for immediate assistance to Israel, with a value not to exceed $25,000,000. * Up to $1,000,000,000 in funds made available under the Foreign Assistance Act or the Arms Export Control Act may be used to provide assistance to Israel. * The bill includes provisions related to Department of Defense stockpiles for Israel, including the types of articles that can be transferred and the determination of their value. * For fiscal year 2024, certain limitations on new stockpiles or additions to existing stockpiles located in foreign countries will not apply to defense articles intended for reserve stocks in Israel. * None of the funds appropriated or made available by this Act may be used in connection with the war in Ukraine or for assistance to any entity located in Gaza or controlled by Hamas, Palestinian Islamic Jihad, or other designated foreign terrorist organizations.
