This bill makes emergency supplemental appropriations for assistance to Israel for the fiscal year ending September 30, 2024. * **Defense Articles and Services for Israel:** The President is authorized to provide defense articles, defense services, and military education and training to Israel, with an aggregate value not to exceed $7,000,000,000. This funding comes from the stocks of the Department of Defense. * **Additional Assistance for Israel:** An additional $200,000,000 may be provided to Israel for defense articles, services, and military education and training. Of this amount, no more than $75,000,000 can be drawn from the Department of Defense's inventory and resources. * **Emergency Transfer of Funds for Israel:** The President may direct the drawdown of commodities and services from any U.S. government agency for immediate assistance to Israel, with a value not to exceed $25,000,000. * **Use of Funds for Israel:** Up to $1,000,000,000 of funds made available under the Foreign Assistance Act or the Arms Export Control Act may be used to provide assistance to Israel. * **Limitations on Spending:** None of the funds appropriated by this Act may be used in connection with the war in Ukraine or for assistance to any entity located in Gaza or controlled by Hamas, Palestinian Islamic Jihad, or other designated foreign terrorist organizations. * **Stockpile Amendments:** The bill makes changes to existing law regarding Department of Defense stockpiles for Israel, including how items are defined and the process for determining their value. It also waives certain fiscal year limits on new stockpiles or additions to existing stockpiles located in Israel.
