This bill mandates that public four-year institutions of higher education in New Jersey must prominently display on their websites the average "time-to-degree completion," which is defined as the duration from a student's initial enrollment to when their degree is awarded, for each bachelor's degree they offer; additionally, county colleges will be required to post an appropriate measure of student outcomes for their associate degrees, as determined by the Secretary of Higher Education in consultation with the New Jersey Council of County Colleges. Furthermore, all public institutions of higher education must make available on their websites copies of their annual fiscal monitoring reports, any comprehensive audits, and their annual audits, and provide a direct website link to this information to the Secretary of Higher Education, along with a clear and understandable summary for the public. The Secretary of Higher Education is empowered to create necessary regulations to implement these requirements, which will take effect immediately and apply to the academic year following enactment.
