This bill requires New Jersey's public higher education institutions to enhance their website transparency by posting specific types of information. For four-year public colleges, institutions must publicly display the average "time-to-degree completion," which is defined as the period between a student's initial enrollment and when they receive their baccalaureate degree. County colleges must similarly post an appropriate measure of student outcomes for each associate degree, with the specific metrics to be determined by the Secretary of Higher Education in consultation with the New Jersey Council of County Colleges. Additionally, these institutions must make their annual fiscal monitoring reports, comprehensive audits, and annual audits publicly accessible on their websites, and provide a direct link to this information to the Secretary of Higher Education. The institutions are also required to create a clear, simple, and understandable public summary of these financial documents. The bill directs the Secretary of Higher Education to develop implementation regulations and will take effect immediately, applying to the first full academic year following its enactment, with the goal of increasing transparency and providing prospective and current students with more comprehensive information about institutional performance and financial management.
