This bill makes several changes related to operating a vehicle in Colorado: 1. It increases the penalty for violating commercial driver's license requirements from a class A traffic infraction to a class 1 misdemeanor traffic offense, except that a person who presents a valid commercial driver's license to the court within 30 days or at their first scheduled court appearance would be guilty of a class A traffic infraction if convicted. 2. It prohibits employers, officers, or agents from authorizing or permitting an employee to operate a commercial motor vehicle if they know or reasonably should know the employee does not meet the requirements, and makes this "unlawful direction to operate a commercial motor vehicle" a class 1 misdemeanor traffic offense. 3. It requires the Transportation Legislation Review Committee to analyze issues related to enforcement of impaired driving offenses, study careless driving incidents resulting in accidental death, and examine the appropriate penalty for failing to maintain motor vehicle insurance and present evidence of insurance to a requesting officer during the 2024 legislative interim, and allows the committee to make recommendations for legislation to the General Assembly. 4. It appropriates $1,455 from the Colorado DRIVES vehicle services account to the Department of Revenue for the 2024-25 fiscal year to implement the act.
