This bill, the Disaster Management Costs Modernization Act, amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to allow states, Indian tribes, and territories to use any "excess funds" left over from disaster management costs for other disaster recovery projects. The bill defines "excess funds" as the difference between the authorized management costs and the actual amount spent on management activities. The President can make these excess funds available to the grantees, who can then use them for a range of disaster-related activities, including building capacity, preparedness, recovery, and mitigation. The amendments apply to major disasters or emergencies declared on or after the bill's enactment date and funded with appropriations made on or after that date. Additionally, the bill requires a Government Accountability Office (GAO) study to assess the actual management costs and their appropriateness.
