This bill requires hospitals offering medical residency training in specific medical specialties (obstetrics, gynecology, internal medicine, women's health, and osteopathy) to provide comprehensive training that meets professional accreditation standards. The bill mandates that these training programs include structured education in all family planning methods, including contraception and sterilization, with both didactic and clinical components. Importantly, the bill stipulates that residents must receive experience with induced abortions, with accommodations for those with religious or moral objections. If a residency program has restrictions preventing abortion training within their institution, they must ensure residents can receive this training at another facility. Programs must also provide training in managing abortion-related complications for all residents. Hospitals that fail to comply with these requirements will be ineligible for reimbursement under the relevant article of public health law. The bill will take effect on the first of September following its enactment.
