This bill requires hospitals that offer medical residency training in obstetrics, gynecology, internal medicine, women's health, and osteopathy to provide comprehensive training that adheres to the standards set by the Accreditation Council on Graduate Medical Education (ACGME) or the American Osteopathic Association (AOA). The bill mandates that these training programs must include a structured curriculum covering all family planning methods, including reversible contraception and sterilization, with both didactic and clinical experiences. Importantly, the bill stipulates that experience with induced abortions shall be part of the residency training, with an exception for residents who have moral or religious objections. For residency programs with religious, moral, or legal restrictions on performing abortions, the bill requires alternative mechanisms to ensure residents receive education and experience in abortion procedures at other institutions. The training can be provided both within and outside the hospital, under appropriate faculty supervision. Hospitals that fail to comply with these requirements will be ineligible for reimbursement under the relevant provisions of the public health law. The bill is set to take effect on the first of September following its enactment.
