This bill modifies the requirements for issuing and renewing driver's licenses for aliens temporarily residing in New Hampshire. Specifically, it prohibits the renewal of a driver's license for any non-U.S. citizen who cannot prove they are a lawful permanent resident of the United States. For nonresident aliens temporarily residing in New Hampshire for education or lawful employment, the director of the Division of Motor Vehicles (DMV) shall require proof of driving history from their home country, completion of an approved driver education course, or passing written and other tests, in addition to other existing requirements. The bill also clarifies that asylees, individuals granted protection by the U.S. government, cannot receive a driver's license until their application for lawful permanent residency is approved, regardless of any prior work authorization. Furthermore, licenses issued to nonresident aliens will be clearly marked as such and will not be considered valid for voter registration. The DMV will incur a one-time cost for system and card design changes to implement these provisions.
