This bill creates a new category of vehicle registration for former military vehicles in Hawaii, specifically defining and allowing registration for four types of military vehicles that are at least 25 years old: Pinzgauer (a high-mobility, all-terrain vehicle), Kaiser Jeep M715, Humvee (a high-mobility multipurpose wheeled vehicle), and DUKW/Duck (a six-wheel drive utility vehicle). Owners of these vehicles can apply for registration with their county's director of finance and use the vehicles for certain business-related transportation purposes, such as transporting the owner's property or passengers without charge, directly to and from their place of business. However, these vehicles cannot be used for transporting people or goods for hire, and they are limited to carrying no more than 500 pounds of material (not including mounted campers, trailers, or passengers). The bill also amends the existing definition of "special interest vehicle" to explicitly include these former military vehicles, and is set to take effect on January 1, 2026, providing collectors and enthusiasts a clear legal pathway to register and use these unique vehicles.
