This bill establishes an 18-month pilot project by the Maine Department of Health and Human Services to provide nonmedical transportation services to elderly individuals and adults with disabilities who currently receive Home and Community Benefits under MaineCare (Maine's Medicaid program). Specifically, eligible participants can receive up to $2,000 in transportation services that are outlined in their individual service plan, but only when they have no other transportation options. These transportation services are in addition to existing medical transportation services. The Department of Health and Human Services is required to notify eligible recipients about the pilot project and will need to submit a comprehensive report to the Joint Standing Committee on Health and Human Services by December 3, 2025, detailing the project's costs, effectiveness, and potential for long-term implementation. The committee will then have the option to propose legislation based on the findings during the Second Regular Session of the 132nd Legislature.
