This bill, known as the "Traveling with Dignity Act," requires commercial places of public amusement (such as auditoriums, theaters, convention centers, and sports arenas with a maximum occupancy of 2,500 or more people) and state-owned buildings to install adult changing accommodations in single-occupancy bathrooms. An adult changing accommodation is defined as a height-adjustable changing table designed to assist persons with disabilities who need help with diapering. For commercial facilities, the requirements will be phased in, with new constructions after January 1, 2026, complying immediately, renovated facilities meeting the standards during renovation, and all existing facilities required to comply by January 1, 2033. For state-owned buildings open to the public, the deadline for installing these accommodations is January 1, 2029. The bill mandates that these bathrooms be clearly marked and, if the facility has a central directory, the location of the adult changing accommodation must be indicated. The Commissioner of the Office of General Services, in collaboration with the Chief Disability Officer, will develop specific regulations, including specifications for the dimensions of these changing tables.
