This bill, known as the "Traveling with Dignity Act," mandates the installation of adult changing accommodations, defined as height-adjustable changing tables for individuals with disabilities needing assistance with diapering, in specific public facilities. For commercial places of public amusement, such as arenas and convention centers with a maximum occupancy of 2,500 or more, these accommodations must be placed within an enclosed restroom or private facility, with new facilities complying upon construction, renovated facilities upon renovation after January 1, 2027, and existing facilities by January 1, 2036, with exemptions possible for feasibility, accessibility conflicts, cost, or historic preservation. Similarly, state-owned buildings regularly open to the public with a minimum occupancy of 2,500 will require at least one single-occupancy bathroom with an adult changing accommodation by January 1, 2037, also with potential exemptions, and the Office of General Services, in collaboration with the Chief Disability Officer, will establish regulations for these accommodations, including dimensions, and can grant exemptions under specific circumstances, such as infeasibility, conflict with accessibility laws like the Americans with Disabilities Act (ADA), low renovation costs, or impact on historic properties.
