This bill, known as the "traveling with dignity act," mandates the installation of adult changing accommodations, defined as height-adjustable changing tables for individuals with disabilities who require assistance with diapering, in specific public facilities. For commercial places of public amusement, such as arenas and convention centers with a maximum occupancy of 2,500 or more, these accommodations must be placed within an enclosed restroom or private facility and clearly designated by signage, with new facilities complying upon construction and existing ones by January 1, 2036, or upon renovation after January 1, 2027. Similarly, state-owned buildings regularly open to the public with a minimum occupancy of 2,500 must also include at least one single-occupancy bathroom with an adult changing accommodation by January 1, 2037. The Commissioner of the Office of General Services, in collaboration with the Chief Disability Officer, will establish regulations for these accommodations, and exemptions may be granted if installation is not feasible, would violate accessibility standards like the Americans with Disabilities Act (ADA), the project cost is below $20,000, or it would harm historic property.
