Bill Summary

AN ACT to amend the civil rights law and the public buildings law, in relation to enacting the "traveling with dignity act"

AI Summary

This bill, known as the "Traveling with Dignity Act," mandates the installation of adult changing accommodations, defined as height-adjustable changing tables for individuals with disabilities who require assistance with diapering, in specific public facilities. For commercial places of public amusement with a maximum occupancy of 2,500 or more people, such as arenas and theaters, these accommodations must be placed in single-occupancy bathrooms and clearly designated by January 1, 2027, for new construction or renovations, and by January 1, 2034, for existing facilities. Similarly, state-owned buildings open to the public will be required to have at least one single-occupancy bathroom equipped with an adult changing accommodation by January 1, 2030. The Commissioner of the Office of General Services, in collaboration with the Chief Disability Officer, will establish regulations to implement these requirements, including specifications for the dimensions of the changing accommodations.
