This bill directs the Department of Environmental Conservation (DEC) to establish air quality standards for specific toxic air contaminants, including benzene, formaldehyde, vinyl chloride, mercury, and others, by December 31, 2028, based on scientific data regarding adverse human health effects. The bill defines key terms such as "major source" as a facility emitting ten tons per year or more of a toxic air contaminant, "fenceline" as the property boundary of such a source, and "disadvantaged community" as defined elsewhere in environmental law. Beginning January 1, 2029, these toxic air contaminants must be included in major source permits, and by December 31, 2028, the DEC must create regulations for fenceline monitoring by major sources, considering their proximity to disadvantaged communities.
