This bill directs the New York State Department of Environmental Conservation (DEC) to establish comprehensive air quality standards for specific toxic air contaminants by December 31, 2027. The bill defines key terms such as "major source" (a stationary air pollution source emitting 10 tons per year of a single toxic contaminant or 25 tons per year of multiple contaminants), "toxic air contaminant" (initially including benzene, formaldehyde, vinyl chloride, and several other substances), and "fenceline" (the property boundary of a major source). The proposed standards must be based on the best available scientific data concerning potential adverse human health effects and can be hourly, rolling eight-hour, or annual measurements, as determined by the DEC in consultation with the Department of Health.
