This bill expands and standardizes legal protections for public safety officers in North Carolina by creating a comprehensive definition of "public safety officer" that includes a wide range of professionals such as law enforcement officers, probation and parole officers, firefighters, emergency medical personnel, hospital employees, National Guard members, Armed Forces members, juvenile court counselors, and emergency management workers. The bill introduces a new criminal offense of assault on a public safety officer or law enforcement/search and rescue animal by throwing or projecting substances, which would be classified as a Class I felony when committed either while the officer is performing duties or because of their professional status. Additionally, the bill modifies several existing statutes to replace specific references to individual professions with the new broader "public safety officer" definition, and adjusts penalties for various types of assault and battery against these professionals. The bill also updates provisions related to laser pointing, firearm assaults, and arson incidents involving public safety officers, generally increasing the legal consequences for crimes committed against these professionals. The changes will take effect on December 1, 2025, and apply to offenses committed on or after that date, with the aim of providing enhanced legal protection for those who serve and protect their communities.
