This bill amends the general municipal law to redefine "labor organization" as any group formed for collective bargaining, dealing with employers on employment terms, or providing mutual aid and protection, as long as it's not a "company union" (a union controlled by the employer). It also modifies the organization of industrial development agencies, increasing the maximum number of members from seven to nine and requiring that these members include representatives from local government, business, a local labor organization, and either a school district superintendent or a school board representative, while also changing the term "chairman" to "chairperson" and updating gendered language.
