This bill authorizes the State of Maine to issue a general obligation bond worth $13,485,000 to support LifeFlight of Maine, a nonprofit emergency medical transport organization. The bond proceeds are specifically designated for five key improvements to emergency aviation infrastructure: $4,150,000 to help hospitals rebuild helipads, $2,160,000 to establish refueling depots at hospitals and airports, $875,000 to upgrade the statewide communication system, $1,300,000 to replace 10 of 16 automated weather stations, and $5,000,000 to purchase an emergency transport airplane. The bonds will have a maximum term of 10 years and represent a full faith and credit pledge by the state. The bill requires voter approval through a statewide referendum, where residents will vote on whether to approve the bond issue. If approved, the bond proceeds will be managed by the State Treasurer and can only be used for the specified emergency medical service infrastructure improvements. Any unused funds after project completion will be applied to retiring general obligation bonds, and any bonds not issued within 5 years of ratification will be deauthorized.
