This bill expands the scope of practice for optometrists in Vermont by allowing them to perform certain advanced therapeutic procedures, including specific surgeries like excising chalazia, repairing minor eyelid lacerations, and performing laser procedures such as capsulotomies and iridotomies, as well as certain injections, provided they obtain an advanced therapeutic procedures specialty. To qualify for this specialty, optometrists must meet educational and competency requirements, including supervised clinical training and passing specific examinations, with those who graduated before 2019 needing additional coursework. The bill also clarifies what constitutes prohibited practices for optometrists, such as most ophthalmic surgeries and the administration of certain controlled substances, while allowing for a limited supply of hydrocodone. Additionally, it modifies the composition of the State Board of Optometry to include an ophthalmologist and ensures that at least one optometrist member will hold the advanced specialty by 2031, and requires licensees with this specialty to complete additional continuing education. The bill also establishes reporting requirements for adverse events related to advanced procedures and sets an effective date of July 1, 2028.
