This bill proposes a constitutional amendment to change the composition and selection process of the North Carolina State Board of Education. Currently, board members are appointed by the Governor, but the amendment would transition to an elected board. Specifically, the number of elected members would equal the number of U.S. Representatives from North Carolina, and these members would be elected from districts established by the General Assembly to serve four-year overlapping terms. The Superintendent of Public Instruction would become the chair of the board (instead of the secretary) and would serve as an ex officio member, alongside existing Council of State members like the Lieutenant Governor and Treasurer.
