This bill requires the University of Maine System to provide tuition and fee waivers to eligible in-state students beginning in the 2026-2027 academic year. To qualify, students must be enrolled full-time at a University of Maine System campus, complete the Free Application for Federal Student Aid (FAFSA), be eligible for a Federal Pell Grant, be a U.S. citizen or eligible noncitizen, have resided in Maine for 12 continuous months prior to acceptance, and maintain a cumulative 2.0 grade point average. The waiver amount will cover the difference between the total tuition and fees and the sum of the Federal Pell Grant and other non-merit-based aid. Importantly, the bill excludes transfer students and those returning to complete a degree from eligibility. Each campus may establish additional eligibility requirements, and the availability of waivers is contingent on funding. The goal of this legislation is to promote student enrollment and degree completion in the University of Maine System by reducing financial barriers for low-income students.
