Bill Summary
Under current law, electricity and natural gas sold during the months of November, December, January, February, March, and April for residential use is exempt from the sales and use tax. This bill exempts from the sales and use tax electricity and natural gas sold for residential use regardless of when it is sold. Because this bill relates to an exemption from state or local taxes, it may be referred to the Joint Survey Committee on Tax Exemptions for a report to be printed as an appendix to the bill. For further information see the state and local fiscal estimate, which will be printed as an appendix to this bill.
AI Summary
This bill expands the existing sales and use tax exemption for electricity and natural gas sold for residential use by removing the current seasonal limitation. Under the previous law, the tax exemption only applied during the winter months of November through April. The new legislation would make the tax exemption applicable year-round for residential electricity and natural gas purchases. This means that residents would no longer have to pay sales and use tax on their home energy utilities during the summer months of May through October, which were previously taxed. The bill will take effect on the first day of the second month after its publication, providing immediate tax relief for Wisconsin residents across all seasons. By removing the seasonal restriction, the bill aims to reduce the financial burden of utility costs for homeowners throughout the entire year.
