This bill increases payment rates for nonemergency medical transportation (NEMT) services for Minnesota Health Care Program beneficiaries. The legislation amends existing law to raise reimbursement rates across different transportation modes, with substantial increases set to take effect either upon federal approval or on January 1, 2026. For example, unassisted transport rates will increase from a base rate of $12.10 to $17, with mileage rates rising from $1.43 to $2.38 per mile. Additionally, the bill continues an existing provision that allows for quarterly rate adjustments based on gasoline prices, with rates increasing or decreasing by 1% for every 10-cent change in fuel prices above $3.00 per gallon. The goal of these changes is to support and potentially improve access to medical transportation services for individuals who cannot drive themselves to medical appointments.
