Bill Summary

This bill regulates medication abortions, which are abortions resulting from the ingestion of a chemical agent or drug. The bill: 1. Prohibits purchasing or obtaining through online sources a chemical agent or drug used for medication abortions; 2. Requires a person opting to undergo a medication abortion to obtain a chemical agent or drug through a prescription from a licensed health care professional and requires that licensed health care professional to oversee the abortion in person; and 3. Requires the licensed health care professional to inform the patient: A. Of the physical steps involved in the medication abortion; B. What the patient will experience as a result of ingesting the chemical agent or drug; C. Of any physical, emotional or spiritual risks of undergoing the medication abortion; and D. Of any chemical agent, drug or other means by which the medication abortion may be reversed.

AI Summary

This bill introduces new regulations for medication abortions in the state of Maine by creating a new section of law that defines and restricts how medication abortions can be conducted. Specifically, the bill prohibits purchasing medication abortion drugs online and requires patients to obtain a prescription directly from a healthcare professional who must oversee the abortion in person. The healthcare professional must also provide comprehensive counseling to the patient, including detailed information about the abortion procedure, potential physical and emotional experiences, associated risks, and potential methods of abortion reversal. The bill defines key terms such as "abortion" (referencing an existing statute), "health care professional," and "medication abortion" (defined as an abortion resulting from ingesting a chemical agent or drug). By mandating in-person medical supervision and requiring thorough patient counseling, the bill aims to regulate and potentially increase patient awareness and safety surrounding medication abortions.
