This bill requires every school board in Wisconsin to establish policies by July 1, 2026, regarding how they handle changes to a student's legal name and pronouns in official school records, which are defined as pupil records. For minor students, any request to change their legal name or pronouns in these records must come from a parent or legal guardian through a written, notarized statement submitted to the school principal. Similarly, students 18 years or older must also submit a written, notarized statement to the principal for such changes. School administrators cannot alter a student's legal name or pronouns in official records without following these established policies and procedures, and there must be an appeal process for denied requests, treated similarly to appeals for inaccurate or privacy-violating student record information. Furthermore, for minor students, parents or legal guardians will determine the names and pronouns school staff can use during school hours, and staff cannot refer to a minor student by a name or pronouns that do not align with their biological sex unless they have written, notarized authorization from a parent or guardian, though this does not apply to shortened versions of a student's legal first or middle name. These provisions are intended to clarify procedures while respecting student and parent rights under federal law, specifically 20 USC 1232g, which relates to the privacy of student education records.
