This bill establishes a working group through the Maine Department of Public Safety's Office of the State Fire Marshal to study the potential authorization of municipal fire departments to conduct their own fire sprinkler system plan reviews. The working group will include representatives from various stakeholder groups, such as the State Fire Marshal, the Maine Fire Protection Services Commission, statewide fire chiefs and municipal associations, and a representative from a municipal fire department seeking to conduct its own plan reviews. The group's specific duties include examining the current status of fire sprinkler system plan reviews in the state (including data on permit issuance and processing times), developing best procedures for granting municipal fire departments the authority to conduct their own plan reviews, and identifying strategies to address staffing needs at the State Fire Marshal's office. By December 3, 2025, the working group must submit a comprehensive report with findings and recommendations, including potential legislation, to two legislative committees. The Joint Standing Committee on Criminal Justice and Public Safety may then submit legislation based on the report for consideration in the Second Regular Session of the 132nd Legislature.
