This bill requires the Massachusetts Aeronautics Division to enhance transparency and community engagement regarding noise issues at Beverly Regional Airport (BVY). Specifically, the division must collect and publicly post monthly noise reports and complaints received between April 1 and October 1, including details like date, time, and method of complaint submission. The division must also collect and publish data on "Touch and Go" operations (practice flight maneuvers where aircraft take off and land without stopping) during the same period. Additionally, the bill mandates that at least two airport commissioners can request a public meeting where residents can ask questions about noise reports. The bill further requires the division to develop a "Good Neighbor" or "Fly Neighborly" policy to help pilots understand the noise impact on surrounding communities, which includes creating sample policy documents, providing guidance to pilots, and developing communication strategies. Furthermore, every airport badge applicant must now submit a written attestation that they have read and will follow this Good Neighbor Policy. The provisions of this bill will take effect on January 1, 2027, with the goal of improving communication and reducing noise disturbances for residents near the airport.
