This bill mandates that the Massachusetts Aeronautics Division, referred to as "The Division," collect and publicly post all noise reports and complaints made to Beverly Regional Airport (BVY) between April 1 and October 1 each year, with "noise complaint" defined as any report of excessive noise including the specific time it occurred, and this data must be posted on the Division's website within 20 days of the end of each month and remain there permanently. Additionally, The Division will collect and post data on "Touch and Go" operations, which are repeated takeoffs and landings, from the BVY Tower during the same period, also within 20 days of month's end and permanently online, and this noise data will be shared annually with legislative transportation committees and the Secretary of Transportation. The bill also requires the Airport Commission to hold public meetings on noise reports if requested by two commissioners, allowing residents to question officials, and tasks The Division with providing annual guidance to the BVY Airport Manager and Commissioners on developing and implementing a "Good Neighbor" or "Fly Neighborly" policy to educate pilots, flight schools, and student pilots about the noise impact of "Touch and Go" operations on nearby residents, including providing sample policies, educational materials for pilots, and a social media toolkit, with all applicants for airport badges receiving a copy of this policy, and the entire act taking effect on January 1, 2027.
