This bill modifies the New York Civil Service Law to expand employment opportunities for persons with disabilities and veterans with disabilities in state positions. Specifically, the bill increases the number of positions that can be filled by individuals with physical or mental disabilities from 1,700 to 5,000, and increases the number of positions that can be filled by disabled veterans or veterans with disabilities from 500 to 2,000. These positions will be classified in the noncompetitive class and can be filled on a full-time or part-time basis. For disabled veterans, the bill maintains a priority certification process for those who received a wound in combat (documented by a Purple Heart) that is the cause or a substantial contributing factor to their disability. Individuals must be certified by the employee health service of the department as being capable of performing the duties of the positions.
