Bill Summary

This bill requires the owner of a parking structure to engage a professional engineer to inspect the structural integrity of the parking structure at least once within five years after the bill takes effect, and at least once every five years thereafter. The owner must also submit a report containing the results of the inspection to the Department of Safety and Professional Services or, if the city, village, town, or county within which the parking structure is located is authorized to perform commercial building plan examinations, to that city, village, town, or county. During the period beginning six months after the date by which the bill requires an inspection and ending 12 months after that date, an owner of a parking structure who violates the bill[s requirement is subject to a forfeiture of $200 for each month that no inspection is conducted. One year after the date by which the bill requires an inspection, DSPS must close the parking structure if no inspection is conducted.

AI Summary

This bill requires owners of parking structures to engage a professional engineer to conduct structural integrity inspections at least once within five years of the bill's effective date and then every five years thereafter. These inspections aim to ensure that parking structures can continue to safely support the loads and uses for which they were originally designed. Owners must submit inspection reports to the local plan review authority, which could be the Department of Safety and Professional Services (DSPS) or the city, village, town, or county where the parking structure is located. If an owner fails to conduct the required inspection, they will face escalating penalties: after six months, they will be fined $200 per month for non-compliance, and one year after the required inspection date, DSPS will close the parking structure. Existing inspections conducted under other sections of the law can satisfy this new requirement. The bill provides a mechanism for notification and potential reinspection if a parking structure is closed, ensuring ongoing safety and compliance for these critical infrastructure components.
