This bill establishes a new registration process for out-of-state health care providers who wish to offer telehealth services to patients in Wisconsin. It allows individuals with an active and unencumbered health care license in another state to register with the Wisconsin Department of Health Services (or a relevant credentialing board) to provide care remotely, as long as they practice within the scope of their out-of-state license and adhere to Wisconsin's rules. To register, providers must submit an application, pay a fee (with a waiver available for eligible veterans), demonstrate they have substantially similar qualifications to Wisconsin-licensed providers, have no disciplinary actions against their license in the past five years that resulted in limitations or revocation, designate an agent for legal service in Wisconsin, and maintain malpractice insurance that covers services provided to Wisconsin patients. Registered providers will receive a unique telehealth provider identification number and must promptly report any restrictions or disciplinary actions against their out-of-state licenses. This registration does not permit them to open an office or provide in-person care in Wisconsin; for that, they would need a separate Wisconsin credential. The Department will maintain a public website listing registered telehealth providers, including their qualifications, disciplinary history, and insurance information. The bill also outlines grounds for disciplinary action, including suspension or permanent revocation of the telehealth registration, for violations of these requirements or for adverse actions taken against their out-of-state licenses. The registration will expire on a renewal date determined by the provider's practice type and can be renewed if requirements are met.
