Bill Summary

AN ACT to amend the retirement and social security law, in relation to establishing a retirement service credit for volunteer fire or emergency service

AI Summary

This bill establishes a new retirement service credit for members of New York State's public retirement systems who have provided volunteer fire or emergency service. Specifically, it allows these members to purchase up to three years of service credit by earning one year of credit for every five years of volunteer service, with a maximum of fifteen years of service qualifying for the full three years of credit. To obtain this credit, members must have at least five years of their own credited service, apply before retiring, and pay a sum equal to three percent of their compensation earned in the twelve months prior to their application for each year of credit purchased, with the state and employers covering other costs. This new credit can be applied to special twenty or twenty-five year retirement plans, and any amounts paid by a member for credit that doesn't increase their death benefit upon death before retirement will be refunded with interest.
