The registrar of motor vehicles will be required to make these blue envelopes available upon request to individuals with autism spectrum disorder or their parents/guardians. By creating these specialized envelopes, the bill aims to reduce potential misunderstandings and tensions during traffic stops or other law enforcement encounters by providing clear, proactive communication guidelines that can help both officers and individuals with autism navigate interactions more smoothly. The provisions of this bill are set to take effect on July 1, 2026.
