Bill Summary
Under current law, a person may apply to the Department of Transportation for registration as a transporter of modular or other portable housing. DOT may register an eligible applicant upon payment of the applicable fee and issue the applicant a registration plate valid during the calendar year in which it is issued. The person to whom the plate is issued may use the plate on any trailer or temporary undercarriage they own, but only for transporting a modular housing unit or other portable building. This bill expands this registration option to include the transport of manufactured housing units. For further information see the state fiscal estimate, which will be printed as an appendix to this bill.
AI Summary
This bill expands an existing registration option for trailers used to transport portable housing units. Currently, the Department of Transportation (DOT) allows transporters of modular housing units and other portable buildings to obtain a special registration plate that can be used on any trailer they own for transporting such units. The bill specifically adds "manufactured housing units" to this registration category, allowing transporters of manufactured homes to use the same registration process. This means that a transporter can pay a single fee based on the combined gross weight of the building and trailer, and receive a registration plate valid for the calendar year. The plate can be used on multiple trailers owned by the same transporter, but only for the purpose of transporting manufactured housing units, modular housing units, or other portable buildings intended for human occupancy, as well as returning empty trailers. The change provides more flexibility for transporters of manufactured homes by aligning their registration options with those already available for modular housing transporters.
