Bill Summary

Under this bill, for purposes of determining whether a pupil is eligible to continue participating in the Milwaukee Parental Choice Program, the Racine Parental Choice Program, or the Wisconsin Parental Choice Program (parental choice program), the Department of Public Instruction is prohibited from requiring documentation to verify the pupil[s residence unless the pupil[s residence has changed since documentation was last used to verify the pupil[s residence. The bill also updates DPI[s administrative rules related to pupil eligibility for the parental choice programs to be consistent with changes made in the bill.

AI Summary

This bill modifies the documentation requirements for students participating in Wisconsin's parental choice programs, specifically the Milwaukee, Racine, and statewide programs. Currently, students must provide residency documentation when applying to these programs, but under this bill, students who have already attended a participating private school and are applying to continue in the program in the following school year will not need to re-submit residency documentation unless their residence has changed. The bill updates administrative rules for the Department of Public Instruction (DPI) to reflect this change, allowing schools to verify a student's address through methods like the Milwaukee assessor website or the state's Voter Registration System only if new documentation is required. This streamlines the application process for returning students in parental choice programs by reducing redundant paperwork and administrative burden. The changes will first apply to school year 2026-27, giving schools and the DPI time to adjust their processes to the new documentation requirements.
