Key changes include reducing the required consecutive years of residency in Wisconsin from five to three for veterans or their dependents to qualify for these educational benefits, whether they are enrolling themselves or are dependents of a veteran who died on active duty, from a service-connected disability, or in the line of duty. The bill also clarifies that a veteran's residency at the time of entry into service is not the sole determining factor for eligibility if their spouse or child meets the new three-year residency requirement.
