Bill Summary

This bill requires the Department of Transportation to inquire whether an applicant for an operator’s license or identification card wants to provide names and contact information for up to three individuals for whom the applicant is the primary caregiver. If an applicant provides contact information, DOT must record that information in DOT’s file for the applicant. DOT must provide a method for a law enforcement agency that identifies a person to electronically request and automatically receive the contact information recorded in the person’s file, as well as any emergency contact information recorded in the person’s file. For further information see the state fiscal estimate, which will be printed as an appendix to this bill.

AI Summary

This bill requires the Wisconsin Department of Transportation (DOT) to offer applicants for operator's licenses and identification cards the option to voluntarily provide contact information for up to three individuals for whom they are the primary caregiver. Specifically, during license or ID card applications, DOT must ask applicants if they want to list caregiver contact details and provide a separate form to do so. If an applicant chooses to provide this information, DOT will record it in the person's file. The bill defines "caregiver" using an existing statutory definition and allows law enforcement agencies that can reasonably identify a person to electronically request and automatically receive the caregiver contact information, as well as any existing emergency contact information. Importantly, the bill stipulates that DOT may not disclose this caregiver information to anyone other than the applicant or a law enforcement agency as specified in the bill. This provision aims to support individuals with caregiving responsibilities by creating a streamlined way for emergency contacts to be reached if needed, while maintaining the voluntary nature of providing such information and protecting the applicant's privacy.
