This bill provides one-time funding of $309,505 to the University of Maine System to offer academic support and college and career preparation services to eligible students in six specific high schools in Androscoggin and Oxford counties, namely Buckfield Junior-Senior High School, Dirigo High School, Edward Little High School, Mountain Valley High School, Oxford Hills Comprehensive High School, and Telstar High School, who meet the eligibility criteria for the U.S. Department of Education's Upward Bound program, which is a federal initiative designed to help low-income and first-generation college students succeed in high school and prepare for college. These services can include academic advising, tutoring, help with college applications and financial aid, career exploration, and summer residential programs. The University of Maine System is required to submit a report by December 1, 2027, to the legislative committee overseeing education, detailing how the funds were used and the outcomes for participating students, such as their grade point averages, retention rates, graduation rates, and college enrollment, and this committee may then propose further legislation based on the report's findings.
