Bill Summary

This bill proposes to prohibit the chemical conversion of plastic in the State. The bill also would, beginning on January 1, 2030, prohibit a person or entity from manufacturing, selling, or distributing in commerce a medical solution container made with intentionally added di(2-ethylhexyl) phthalate (DEHP). In addition, beginning on January 1, 2035, the bill would prohibit a person or entity from manufacturing, selling, or distributing in commerce medical tubing made with intentionally added DEHP. Beginning on January 1, 2029, the bill would prohibit a person from selling, offering for sale, or distributing in commerce a personal care product or designated cleaning product containing a plastic microbead.

AI Summary

This bill prohibits the use of chemical conversion technologies in the state, which are processes that transform plastic into fuels, fuel substitutes, or chemical feedstocks like crude oil or diesel. It also bans the manufacturing, sale, or distribution of medical solution containers containing intentionally added di(2-ethylhexyl) phthalate (DEHP), a type of chemical often used in plastics, starting January 1, 2030, and medical tubing with intentionally added DEHP starting January 1, 2035, with specific exemptions for certain blood-related medical products. Furthermore, beginning January 1, 2029, the bill prohibits the sale or distribution of personal care products and designated cleaning products that contain plastic microbeads, which are tiny plastic particles used for abrasive purposes.
