This bill, known as the Informed Enrollment Act, requires all Maryland higher education institutions that admit first-time undergraduate students to prominently display a link to the U.S. Department of Education's College Scorecard website on their prospective student websites by July 1, 2027. The College Scorecard is a federal resource that provides data on college costs, graduation rates, and post-graduation outcomes like salaries and student debt. In addition to the link, institutions must provide an explanation of the information available on the Scorecard, specifically regarding cost of attendance, graduation rates, salary outcomes, and debt outcomes. This information must also be shared during student orientations and recruitment events, in recruitment materials, and regularly with prospective students and their families, new and current students, academic advisors, and campus career counselors, including on social media and career center websites. The bill also clarifies that institutions are not required to discard or reprint existing informational materials but must ensure any new materials created after July 1, 2027, comply with these disclosure requirements. The implementation of this bill is contingent on the U.S. Department of Education or another federal agency continuing to provide the College Scorecard resource.
