This concurrent resolution requests the Hawaii Board of Education and Department of Education to create a working group to develop a framework for a "Climate Literacy Seal of Excellence" for public schools. This seal would recognize students who complete advanced coursework and hands-on projects related to climate science, sustainability, and community resilience, acknowledging the significant challenges climate change poses to the state and the importance of preparing students to understand these issues. The working group will consist of eleven members, including educational leaders, teachers, university faculty, and representatives from environmental and workforce organizations, and will be tasked with proposing course sequences, experiential learning requirements, criteria for the seal, educator training needs, and an implementation plan. The Department of Education is then required to report the working group's findings and recommendations to the Legislature by early 2027.
