This resolution requests the Hawaii Board of Education and Department of Education to create a working group to develop a framework for a "Climate Literacy Seal of Excellence" in public schools. This seal would recognize students who complete advanced coursework and hands-on projects related to climate science, sustainability, and community resilience, similar to a program recently enacted in Colorado. The working group will be composed of eleven members, including education officials, teachers, university faculty, and students, and will be tasked with developing recommendations for course sequences, experiential learning, criteria for the seal, teacher training, alignment with existing educational programs, and an implementation timeline. The Department of Education will then report the working group's findings and any necessary legislative or budgetary proposals to the Legislature by early 2027.
